Inscribed by Horace Albright (1890-1987) to Edward M. Riley, an historian who specialized in the structures of Independence National Historical Park in Philadelphia. Albright was the second Director of the National Park Service (1929-1933) and credited for much of its professionalization and expansion in the early years. Albright served under the first Director, Stephen Mather, starting at the founding of the NPS and at times served as a shadow director during that time while Mather was immobilized with manic-depression.
